Creates a dedicated "Center for the Neighborhoods Fund" in the state treasury, custodied by the state treasurer, with money used solely to establish a center for the neighborhoods at the University of Missouri Kansas City under the Department of Architecture and Urban Planning

Prohibits fund use for purposes not directly supporting the center's mission and bans use of funds to supplement faculty or administrator salaries

Establishes center duties including conducting applied urban research and outreach programs, engaging collaboratively with local governments and community organizations, building capacity of neighborhood organizations, and supporting academic service-learning placements

Requires the center to submit annual reports by November 1st to the board of curators, senate appropriations committee, and house budget committee detailing structure, operations, financial status, and all money received

Clarifies that debts incurred by the center do not constitute a debt of the state and allows the center to establish an optional advisory board with composition determined locally
