• Defines "paid political consultant" as a person compensated to promote candidates or organizations through campaign work, including strategy, media production, polling, and fundraising activities.

• Prohibits members of the general assembly and candidates for state representative or state senator from accepting compensation as paid political consultants for other state legislative candidates or their committees.

• Prevents general assembly members from acting as lobbyists, registering as lobbyists, or soliciting lobbying clients for two years after leaving office.

• Expands the definition of "lobbyist principal" to include indirect relationships where entities compensate other entities that employ or compensate a lobbyist regarding the same interest.

• Modifies lobbyist reporting requirements to prohibit expenditures for travel, lodging, food, beverage, or entertainment outside Missouri on behalf of state legislators without prior committee approval.
