Repeals and reenacts section 208.166, RSMo, relating to managed care plan health incentives for public assistance recipients

Authorizes Missouri Department of Social Services to maximize use of prepaid health plans, health maintenance organizations, and primary care physician sponsors to deliver cost-effective comprehensive health care

Permits managed care organizations to offer incentive programs for primary care or preventive care services, including items such as clothing, utilities, child care, public transportation, food, books, safety devices, over-the-counter drugs, diapers, and educational memberships

Prohibits incentive programs from including gambling, alcohol, tobacco, or prescription drugs (except over-the-counter drugs), with department approval required for all incentive programs

Replaces references to "Medicaid" with "MO HealthNet" in provisions ensuring recipients maintain freedom of choice for prescription drugs and protecting against service limitations except in cases of overutilization
