When the state issues a request for proposal for services currently provided by state employees, the Office of Administration must notify affected employees 45 days before the deadline and allow them to submit competing bids

State agencies may only enter into service contracts if the private company's cost is less than current state costs or any bid submitted by state employees, with cost calculations including salaries, fringe benefits, rent, equipment, utilities, materials, and transitional costs like unemployment compensation

If a private company's proposal is approved, the Office of Administration must notify affected state employees and post the contract and all proposals on the Missouri Accountability Portal 45 days before the contract becomes effective
