Redefines "aggravated sexual offense" as a statutory category that applies to rape, sodomy, statutory rape, statutory sodomy, and child molestation when specific circumstances exist, including prior convictions, infliction of serious physical injury, display of weapons, multiple victims, or incestuous relationships

Increases penalties for rape in the first degree when victim is under 12 years old to life imprisonment without parole eligibility for 30 years (or 15 years if offender reaches age 75), or life without parole if offense involved torture or depravity of mind

Increases penalties for statutory rape and sodomy in the first degree when victim is under 12 years old to life imprisonment without parole eligibility for at least 30 years (or 15 years if offender reaches age 75)

Changes child molestation in the second degree from class A misdemeanor to class D felony, and elevates it to class C felony when the offense is an aggravated sexual offense

Modifies sexual abuse offenses to make them aggravated sexual offenses subject to enhanced penalties, including changes to felony classifications and increasing some offenses from misdemeanors to felonies
