Repeals and replaces section 478.437, RSMo to restructure judgeships in St. Louis County circuit court (circuit number twenty-one)

Establishes that St. Louis County circuit court shall have nineteen divisions and nineteen judges, with an additional associate circuit judge and additional circuit judge in lieu of associate circuit judge positions if the circuit is awarded three or more associate circuit judges in 2014

Creates new section 478.740 establishing that in any second classification county with 75,000 to 100,000 inhabitants (the thirty-eighth judicial circuit) qualifying for three or more additional associate circuit judges in 2014, there shall be one additional associate circuit judge and one additional circuit judge in lieu of associate circuit judge positions
