Adds section 144.950 to Missouri law requiring the director of revenue to deposit a portion of state sales and use tax revenues into the state road fund created in the Missouri Constitution

Establishes increasing percentages of sales and use tax revenues to be deposited annually: one thirty-second (2015), one-sixteenth (2016), three thirty-seconds (2017), and one-eighth (2018 and thereafter)

Becomes effective only upon voter approval of a constitutional amendment to article X of the Missouri Constitution mandating that certain amounts of sales and use taxes be deposited into the state road fund
