Establishes a Joint Committee on Solid Waste Management District Operations composed of five Senate members (no more than three from one party) and five House members (no more than three from one party), with leadership split between chambers

Committee shall examine solid waste management district operations and pursue eight recommendations including requesting detailed operations cost lists, streamlining audits, and reducing grant reporting requirements

Requires grant recipients and solid waste management district board members to sign conflict of interest statements and implements solid waste diversion goals with targeted grant funding

Directs committee to submit final report with legislative recommendations to the General Assembly by December 31, 2014, at which time the committee dissolves

Authorizes committee to function during legislative interim through December 31, 2014, with expenses paid from the Joint Contingency Fund and members reimbursed for actual and necessary expenses
