Directs the Oversight Division of the Committee on Legislative Research to conduct a comprehensive cost study comparing death penalty cases to non-capital murder cases filed on or after January 1, 1990

Requires analysis of at least 10 death penalty cases where a sentence was imposed, compared against equal numbers of first-degree murder cases without death sentences and cases where death was sought but not imposed

Study must include direct and indirect costs for staff salaries, benefits, contracts, and operating expenses across the attorney general's office, department of corrections, prosecuting attorneys, public defender system, and courts

Includes costs for housing death row inmates, expert witnesses, investigations, and preparation of sentencing proceedings in capital cases

Senate Secretary instructed to transmit resolution to the Oversight Division of the Committee on Legislative Research
