Urges Congress to propose the State Repeal Amendment (SRA), which would allow states to repeal federal laws or regulations when legislatures in a representative majority of states approve resolutions describing the specific provisions to be repealed.

Defines a representative majority as a majority of states that collectively hold a majority of House Representatives.

Directs Missouri to petition Congress for the amendment and, if Congress fails to act after two-thirds of states petition alike, calls for a constitutional convention under Article V with delegates selected by state legislatures voting by state.

Instructs the Missouri Senate Secretary to distribute copies of the resolution to all state legislatures, the Speaker of the House, President of the Senate, and Missouri's Congressional delegation.

Reserves Missouri's right to petition for additional constitutional amendments as the General Assembly deems warranted.
