Urges the EPA to respect state primacy in developing carbon dioxide emissions performance standards for existing fossil-fueled power plants under the Clean Air Act.

Requests that EPA guidelines allow states to set less stringent performance standards and longer compliance schedules based on factors such as unreasonable control costs and unique state energy needs.

Calls for EPA approval of state-established performance standards based on carbon dioxide reductions achievable through measures undertaken at individual fossil-fueled power plants.

Directs the Secretary of the Senate to send copies of the resolution to the EPA Administrator and Missouri Congressional delegation.
