MO SJR33

Repeals sections 30(a), 30(b), 31, 32(a), 32(b), 32(c), and 33 of Article VI of the Missouri Constitution, which currently provide mechanisms for city-county consolidation through a board of freeholders process.

Replaces those provisions with a single new section 30 that makes St. Louis city automatically become part of St. Louis County and exist as a city within the county in the same manner as any other city in the county.

Eliminates the previous constitutional procedures allowing the city and county to form consolidation plans through a 19-member board of freeholders and voter approval.

Proposed amendment to be submitted to Missouri voters at the general election on November 4, 2014, or at a special election called by the governor.

Introduced by Senator Chappelle-Nadal during the 97th General Assembly's second regular session on December 1, 2013.
