Submits to Missouri voters a constitutional amendment to repeal and replace sections 2, 4, 5, 6, 7, 10, and 13 of Article III establishing new legislative redistricting procedures.

Requires commissions to apportion House districts (163 members) and Senate districts (34 members) based on equal population divisions, with districts composed of contiguous, compact territory.

Establishes that redistricting commissions must comply with public meetings and public records laws, hold at least three public hearings, and obtain seven-tenths approval of members for final district plans.

Changes the disqualification period for commission members from four to ten years following their appointment by the governor.

Specifies that commissions have six months to file final redistricting plans; if missed, the commission is discharged and a new one is appointed, with no reapportionment subject to voter referendum.
