Submits a constitutional amendment to Missouri voters at the November 2014 general election (or special election called by the governor) to repeal and replace Section 3 of Article X of the Missouri Constitution

Authorizes the general assembly to create discrete tax-free or reduced-tax geographic districts called "Show-Me Small Business Districts" to promote small business development and economic development

Requires any Show-Me Small Business District tax-favored status to expire after a maximum term of twenty-three years

Maintains existing constitutional provisions requiring taxes to be levied for public purposes only and to be uniform within the territorial limits of the taxing authority

Preserves the general assembly's authority to fix the methods of determining property values for taxation purposes
