Submits to Missouri voters a constitutional amendment repealing and replacing section 27(a) of article IV relating to the Budget Reserve Fund

Consolidates the cash operating reserve fund and budget stabilization fund into a single Budget Reserve Fund managed by the commissioner of administration

Allows the commissioner to transfer amounts from the Budget Reserve Fund to other state funds without legislative action if needed for state cash requirements, with repayment required by May 16 of the same fiscal year

Extends the repayment period for budget stabilization withdrawals from three fiscal years to five fiscal years, with one-fifth of the amount repaid annually, plus interest

Establishes fund balance targets of 7.5% to 10% of net general revenue collections, with automatic transfers to or from the general revenue fund if balances fall below or exceed these thresholds
