Repeals and replaces section 27 of article IV of the Missouri Constitution to amend gubernatorial spending control powers.

Permits the governor to control the rate of appropriation expenditures and reduce state agency spending when actual revenues fall below revenue estimates.

Prohibits the governor from controlling the rate of expenditure or reducing payments for principal and interest on public debt and appropriations to the Department of Elementary and Secondary Education.

Submits the constitutional amendment to Missouri voters at the general election on Tuesday following the first Monday in November 2014, or at a special election called by the governor.

Official ballot language asks voters whether the governor should be prohibited from unilaterally reducing expenditure rates or withholding funds from K-12 education and public debt payments.
