MO SJR55

Repeals the current system of gubernatorial appointment of state board of education members and requires members to be elected by voters beginning with the 2016 general election.

Divides the eight board positions by congressional district, with congressional districts 1, 2, 5, and 6 having initial two-year terms and districts 3, 4, 7, and 8 having initial four-year terms; all subsequent terms are four years.

Restricts eligibility to candidates who have resided in Missouri for at least five years and their congressional district for at least one year immediately preceding election; limits members to two full terms or eight years total service.

Prohibits board members from being connected as an official or employee with any public, private, or denominational school, college, or university, or from holding or being a candidate for any other public office.

Allows board members to be recalled if a petition signed by at least twenty-five percent of votes cast for governor in their congressional district is verified, with recall elections held within sixty days and vacancies filled by election within ninety days.
