SCS SRB 714 Summary

• Repeals 51 expired, ineffective, and obsolete statutory sections from Missouri law that had sunset dates ranging from 2007 to 2012.

• Enacts 11 new replacement sections for sections related to state employee deferred compensation, tax overpayments, joint education committees, property seizure procedures, consumer protections, and other regulatory matters.

• Removes temporary provisions that authorized specific committees, task forces, and study requirements with expired deadlines, including the Joint Committee on Education and various feasibility studies.

• Eliminates expired tax provisions including in-home services gross receipts tax (sections 660.425-660.465) and mental health insurance requirements (sections 376.825-376.836).

• Maintains core legal structures for ongoing programs while cleaning up the statute books by removing provisions that no longer serve an active purpose in state government.
