Prohibits funds from the City Convention and Sports Facility Trust Fund from being used for debt service, lease payments, construction, operation, bond extensions, or bond issuances related to a new professional football stadium in any charter county with more than 950,000 inhabitants (St. Louis County)

Defines "new professional football stadium" as any NFL-approved stadium constructed in whole or in part after March 31, 2015

Preserves the ability to use trust fund money for other authorized purposes, including expenses and debt service related to an existing professional football stadium

Contains an emergency clause making the act effective immediately upon passage to "safeguard taxpayer dollars"

Amends Section 67.657, RSMo, which governs the city convention and sports facility trust fund funded by hotel/motel room taxes
