After December 31, 2018, the State Board of Education may base school district classification designations on eight quality indicators: student learning programs, high expectations/standards, comprehensive curricula, teaching conditions, qualified staff, shared oversight responsibility, parental/community involvement, and fair resource use.

Each school district must establish an operation and assessment plan by July 1, 2018, developed by teachers, administrators, business leaders, parents, and community stakeholders, and approved by the school board.

School districts must prepare annual reports on their plans and disseminate them to the Department of Elementary and Secondary Education, parents, and their communities.

The Department of Elementary and Secondary Education must establish a "School Quality Task Force" with members appointed by January 1, 2016, representing diverse education and business stakeholders including superintendents, principals, teachers, school board members, college representatives, and business community members.

The task force must present findings and recommendations to the Joint Committee on Education and State Board of Education by December 31, 2016, then dissolve.
