Transfers authority to fill school board vacancies from the school board itself to the county commission for affected urban districts

Changes director term lengths from six years to four years for affected districts, with elections held annually at the same times as general municipal elections

Eliminates the petition signature requirement for candidates seeking school board positions in these districts, requiring only a declaration of candidacy filed with the board secretary
