Repeals Missouri's existing Manufacturer Responsibility and Consumer Convenience Equipment Collection and Recovery Act and replaces it with the Electronic Products Recycling and Reuse Act, effective with program year 2017

Requires original equipment manufacturers (OEMs) to meet escalating recycling goals: 40% of units sold in 2017, increasing to 75% by 2020 and thereafter, with a $15,000 fine for failing to meet goals

Covers electronic devices from residences, schools, and small businesses (under 100 employees) including computers, monitors, TVs, printers, mobile phones, MP3 players, video game consoles, and scanners, while excluding industrial, commercial, medical, and vehicle electronics

Mandates OEM registration with the Missouri Department of Natural Resources with tiered annual fees up to $10,000, and requires processors to be E-Steward or R-2 certified; collectors and processors pay fees up to $500 annually

Prohibits landfill disposal of covered electronics beginning January 1, 2017 (with temporary waiver provisions for underserved areas), and establishes civil penalties ranging from $1,000 to $25,000 for violations, with registration fees deposited into the solid waste management fund
