Requires four state agencies (Department of Transportation, Department of Conservation, Office of State Courts Administrator, and Missouri State Highway Patrol) to consolidate all existing and future data centers with the Office of Administration's data center facilities

Allows each affected agency to recommend minimum security standards for its data in writing, with the commissioner of administration able to exceed those standards based on threat assessments and geopolitical factors

Requires affected agencies to reimburse the Office of Administration for all data housing and security costs through a cost allocation plan developed according to industry standards

Authorizes the Office of Administration to offer data center and computer-related services to other political subdivisions in Missouri on a for-profit basis, with proceeds deposited into the Missouri revolving information technology trust fund

Makes the cost allocation plan subject to public records requirements under Chapter 610, though the commissioner may redact security-sensitive elements while still releasing total costs allocated to each entity
