Establishes a recall election process for school board members in urban school districts located in home rule cities with 71,000-79,000 inhabitants, requiring petitions signed by at least 10% of voters from the last board election

Election authority has 30 days to verify petition signatures; if sufficient, the recall election must be held between 45-120 days after the board receives the petition

If a majority votes to retain the member, they remain in office and cannot face another recall during their term; if removed, a successor is chosen per existing urban district procedures

Changes director terms to four years (from the previous structure) for urban school districts in first classification counties with 83,000-92,000 inhabitants and a home rule county seat city with 76,000-91,000 inhabitants, effective after August 28, 2015

Eliminates petition requirements for school director candidates in home rule cities with 71,000-79,000 inhabitants, requiring only a declaration of candidacy filed with the board secretary
