Moves Missouri's primary election date from the first Tuesday after the first Monday in August to the first Tuesday after the third Monday in June in even-numbered years

Changes candidate filing deadlines accordingly: declarations of candidacy must be filed by 5:00 p.m. on the first Tuesday in February (previously last Tuesday in March), with filing opening on the second Tuesday in January (previously last Tuesday in February)

Requires county and city committee members to be elected at each primary election rather than only preceding gubernatorial elections in certain jurisdictions

Restructures political party committee composition to clarify that legislative district committees consist of precinct, ward, or township committeemen and committeewomen, and that congressional, senatorial, or judicial committees include county committee chairs and legislative district committee representatives

Prohibits write-in votes from being counted in county or city committee elections and sets the presidential primary filing fee range at $1,000 to $10,000 (previously had no stated minimum)
