Missouri Department of Social Services must establish a pilot program allowing eligible noncustodial parents to reduce state debt owed by up to $2,000 based on hours of program participation

Program goals include helping noncustodial parents achieve gainful employment, encouraging engagement with their children, and promoting financial responsibility for children's well-being

Program participation does not affect monthly child support obligations or reduce any arrears owed to custodial parents or spousal support arrears

Participants demonstrating good faith efforts are protected from criminal nonsupport prosecution during the program and for one year after completion; those not demonstrating good faith are removed and cannot reenter

Department must submit a report to the General Assembly one year after rule promulgation, and the program expires on August 28, 2018
