Repeals existing simple dissolution process for special purpose districts and replaces it with a court-supervised procedure requiring a petition signed by 8% of voters, a $50 filing fee, proof that all debts can be paid, and majority voter approval at election

Allows territory not being served by a sewer district to detach if there are no outstanding general obligation bonds, special obligation bonds, or contractual obligations exceeding $25,000 for infrastructure, fixed assets, or water purchases

Permits detachment petitions to be filed by the district's board of directors (majority vote), 5+ voters/landowners if more than 10 exist in the territory, or 50%+ of voters/landowners if fewer than 10 exist

Requires newspaper publication of detachment notices in 3 consecutive weekly issues or 20 consecutive daily issues, with hearings held 7-21 days after final publication

Applies identical detachment procedures to five types of sewer districts: common sewer districts (204.250-204.472), reorganized common sewer districts (204.600-204.640), sewer districts (249.430-249.663 and 249.761-249.810), and consolidated sewer districts (249.1100-249.1118)
