Creates the "State Capitol Complex Commission" consisting of the governor, speaker of the house, and president pro tempore of the senate (or their designated representatives)

Transfers oversight of the state capitol building, capitol parking garages, adjacent state-owned/leased buildings, and General Assembly office buildings from the Board of Public Buildings to the new commission

Requires the commission to meet at least annually, with special meetings allowed upon request of at least two members

Decisions on buildings and property under the commission's purview require majority approval of members

Modifies the existing Board of Public Buildings by adding the speaker of the house and president pro tempore as ex officio non-voting members, while retaining the board's authority over other state property at the seat of government
