Contractual fees charged by banks, trust companies, savings and loan associations, and credit unions for overdrawing deposit account balances shall not be deemed interest under Missouri law.

Amends three sections of Missouri statutes (362.111, 369.159, and 370.073) to apply this provision uniformly across different types of state-chartered financial institutions.

State regulatory conditions on deposit account fees cannot be more restrictive than those permitted for federally chartered depository institutions.

ATM owners/operators are permitted to impose access fees or surcharges on transactions conducted using foreign accounts (accounts with financial institutions outside the United States).
