MO HB1069

Expands the Missouri Quality Home Care Council from 11 to 12 members and restructures its composition by reducing consumer recipient seats from 6 to 3 and adding 3 vendor company representatives (2 for-profit, 1 not-for-profit)

Adds 4 legislative members: 2 appointed by the Speaker of the House and 2 appointed by the President Pro Tempore of the Senate

Removes seats previously held by the Department of Health and Senior Services, Governor's Council on Disabilities, and Governor's Advisory Council on Aging

Eliminates the council's authority to issue rules under the Missouri Administrative Procedures Act (Chapter 536)

Requires that any council wage or benefit recommendations for personal care attendants cannot be implemented until the General Assembly makes specific appropriations to fund them

Includes an emergency clause for immediate implementation upon passage to ensure availability and quality of home care services for elderly and disabled individuals
