Establishes a new sliding scale for child care assistance based on federal poverty level: 100% assistance up to 130% FPL, 90% at 130-140% FPL, 75% at 140-160% FPL, 50% at 160-180% FPL, and 25% at 180-200% FPL

Terminates eligibility for child care assistance entirely once household income reaches 200% of the federal poverty level

Requires child care assistance to be terminated 30 days after a recipient becomes unemployed

Allows recipients whose work hours are reduced due to fire, business damage, or civil unrest to remain eligible for assistance for 30 days

Requires the Children's Division to promulgate updated rules implementing these changes by July 1, 2016
