Defines "pain management clinic" as a privately owned facility providing chronic nonmalignant pain treatment through pharmacotherapy to a majority of patients for 90+ days in a 12-month period, or any facility advertising chronic pain management services

Prohibits owners or employees of pain management clinics from having previously been denied, restricted, or disciplined regarding controlled substance licenses

Requires all pain management clinics to obtain a certificate from the Department of Health and Senior Services before operating; existing clinics have 90 days from the effective date to comply

Directs the Department of Health and Senior Services to establish regulations covering certification fees, hours of operation, staff licensing and levels, record keeping, and mandatory participation in Missouri's prescription drug monitoring program

Rules adopted under this section must comply with Chapter 536 rulemaking procedures, with any rules proposed after August 28, 2015 becoming void if the General Assembly's review powers are held unconstitutional
