Owners of coal-fired electric generating sources in National Ambient Air Quality Standards nonattainment areas designated as of April 1, 2015, must develop ambient air quality monitoring or modeling networks for sulfur dioxide

Monitoring networks must operate for at least 12 consecutive quarters, and network locations within one-hour sulfur dioxide nonattainment areas require department approval

The department must consult with affected sources in undesignated areas on monitor placement and cannot submit EPA recommendations inconsistent with source elections for data gathering methods

The department must consider all monitoring data before proposing sulfur dioxide limitations or emission reduction requirements for electric generating sources that elected to install monitoring networks

Voluntary agreements between the department and source owners for emission reductions below permitted rates are permitted, with adjustments allowed after at least two quarters of monitored data
