Prohibits the State Board of Education from adopting and the Department of Elementary and Secondary Education from implementing Common Core State Standards for English language arts and mathematics, or any similar initiative

Bars state officials from joining any consortium or association that would require the state or school districts to cede control over academic content standards and assessments

Prohibits use of the Smarter Balanced Assessment and affiliation with the Smarter Balanced Assessment Consortium (SBAC), and voids any prior actions taken to adopt Common Core standards

Protects school districts from having state funds withheld for failing to adopt state academic content standards or assessments

Requires federal education grant recipients to provide only aggregate data (not personally identifiable student or teacher information) unless parents provide informed written consent
