Requires all vendors and in-home services provider agencies to implement electronic visit verification (EVV) systems by July 1, 2016, replacing the previous telephone tracking requirement

EVV systems must record exact service dates, start and end times, verify service delivery location at consumer's residence, and require unique personal identification numbers for each personal care attendant

Consumers receiving personal care assistance must allow attendants to use their telephone for EVV purposes if it does not add cost to the consumer

Mandates the Department of Health and Senior Services to allow use of more advanced tracking technology as it becomes available, changing from permissive ("may") to required ("shall")

Includes an emergency clause for immediate effect upon passage to ensure home-based MO HealthNet participants continue receiving personal care assistance services
