Creates the Missouri Workforce Investment Scholarship Program for Missouri residents pursuing associate's degrees, certificates, or diplomas at public or private two-year institutions, community colleges, and vocational/technical schools

Scholarship covers tuition and mandatory fees minus all other gift aid (scholarships and grants), with students required to be enrolled at least half-time (6+ semester hours) and maintain satisfactory academic progress

Students must complete the program application in their initial year and file FAFSA annually; eligibility continues until the student earns a certificate, diploma, or associate degree

Students participating in the A+ schools program are explicitly excluded from eligibility for this scholarship

Establishes the Missouri Workforce Investment Scholarship Fund in the state treasury, funded by general revenue appropriations and donations, with automatic sunset six years after the effective date unless reauthorized
