Requires courts to release adoption records to adopted adults (or their lineal descendants if deceased) when identifying information about biological parents is disclosed, including: original birth certificate, consent to termination of parental rights, waiver of consent to future adoption, adoption decree, and petition for temporary custody and adoption

Mandates redaction of identifying information from released documents when a biological parent has not consented or cannot be located

Limits document release to records in possession of the court or other state agencies

Applies to adoptions finalized in Missouri or where parental rights were terminated in Missouri, regardless of when the adoption occurred
