Expands who can complete and certify death certificates to include physician assistants, assistant physicians, and advanced practice registered nurses in addition to physicians

Allows the person authorized to complete medical certification to designate another individual to enter the data into the electronic death registration system on their behalf

Grants civil immunity to persons completing medical certification or entering data into the electronic death registration system, absent gross negligence or willful misconduct

Requires the Missouri State Board of Registration for the Healing Arts to notify professional licensees annually about compliance requirements with the Missouri electronic vital records system

Adds statutory definitions for "advanced practice registered nurse," "assistant physician," and "physician assistant" to the vital statistics code
