Counties must provide 30 days notice with a published summary of proposed reductions and explanation of shortfalls before decreasing budgets

Expands eligibility for industrial development corporation directors in first classification counties with 65,000-75,000 inhabitants, allowing directors to be qualified taxpayers and registered voters of the county rather than just the municipality

Requires negotiations with all affected officeholders before any budget reduction can impact an independently elected officeholder

Protects dedicated funds from any budget decreases authorized under these provisions
