Creates private contractor positions for business recruiters who attract out-of-state businesses to relocate to Missouri, with compensation equal to 2% of salary/wages for each new job created

Qualifying jobs must pay at or above the county average wage, be full-time positions, and be maintained for at least one year before the recruiter receives payment

Establishes the Missouri Business Recruiters Fund in the state treasury, funded by employers withholding 2% of wages from relocated positions

Caps total compensation paid to recruiters at $3 million per year in aggregate

Program automatically sunsets four years after the effective date unless reauthorized by the General Assembly; if reauthorized, sunsets after twelve additional years
