Expands expungement eligibility from a limited list of specific offenses to all misdemeanor offenses and all "nonviolent felonies" (defined as felonies not involving use of a deadly weapon, serious bodily injury, or death)

Adds drug-related offenses as a category eligible for expungement

Reduces the waiting period for expungement eligibility from 20 years (felonies) and 10 years (misdemeanors) to a uniform 5 years after completing sentence, probation, or parole

Prohibits expungement of any sex-related offense convictions

Adds a court-determined filing fee requirement for expungement petitions
