Adds definition of "youth" as a person under 21 years of age committed to Division of Youth Services (DYS) custody, distinct from "child" (under 18 years of age)

Changes community work program from mandatory to optional and increases maximum work group size from 11 to 13 youth participants

Replaces references to specific named facilities (W.E. Sears Youth Center, Hogan Street Regional Youth Center) with general "residential facilities designated by the division as a maximum security facility"

Creates two new trust funds: the "DYS Trust Fund" for youth wages and personal funds at each facility, and the "DYS Child Benefits Fund" for Social Security Administration payments to youth in custody

Authorizes the division to serve as representative payee for youth receiving Social Security or other public/private benefits, and requires annual transaction statements and financial literacy training for youth
