Amends Section 288.110, RSMo, correcting a terminology error by changing "invade" to "evade" in the definition of "violates or attempts to violate" regarding unemployment insurance contribution rate manipulation

Maintains existing provisions requiring successor employers who acquire a business to assume the predecessor's unemployment experience rating, contribution history, and liability for delinquent contributions

Preserves anti-SUTA dumping protections that prevent businesses from being acquired solely to obtain lower unemployment contribution rates, with the division using objective factors to identify such schemes

Retains penalties for knowing violations: employers face maximum base rate or current rate plus 2% for four years; non-employers face civil penalties up to $5,000

Requires interpretation consistent with U.S. Department of Labor guidance and regulations
