Establishes the Missouri Family Leave Program providing up to 6 weeks of wage replacement benefits for employees who take time off to care for a family member with a serious health condition or to bond with a new child within one year of birth, adoption, or foster placement

Defines "family member" broadly to include children, parents, grandparents, grandchildren, siblings, spouses, domestic partners, and household members

Requires a 7-day waiting period before benefits begin, with benefits calculated at one-seventh of the weekly benefit amount per day; maximum benefits capped at 6 times the weekly benefit amount within any 12-month period

Prohibits employers from discharging or discriminating against employees who apply for or receive benefits, with violators liable for lost wages, actual damages, liquidated damages, interest, and attorney's fees

Funds the program through an additional 0.08% surcharge on employer contribution rates under existing unemployment insurance requirements
