Amends Section 336.115, RSMo to allow courts to issue injunctions against persons or entities dispensing or selling contact lenses without a valid prescription from a licensed optometrist or physician

Defines "contact lens" broadly as any lens placed directly on the eye surface, including cosmetic, therapeutic, and corrective lenses, regardless of whether it corrects a visual defect

Requires the board to promulgate rules defining valid prescription requirements

Authorizes legal actions to be filed in either the county where the violation occurred or where the defendant resides

Enforcement actions under this section are in addition to existing penalties and may be pursued concurrently with other enforcement actions
