Amends Section 226.200, RSMo governing the State Highways and Transportation Department Fund by removing the phrase "as an incident to their use or right to use the highways of the state" from the definition of revenue sources

Broadens the scope of revenue that can be deposited into the transportation fund to include all state revenue derived from highway users, rather than only revenue tied directly to highway use

Maintains existing provisions that the fund receives license fees and taxes on motor vehicles, trailers, and motor vehicle fuels, excluding sales tax on vehicles and property taxes

Retains the fiscal year 2001 spending cap on appropriations from the fund for state offices (except highway patrol), which has been in effect since fiscal year 2004
