Governor must fill vacancies in county offices within 60 days of the vacancy occurring, with appointments subject to Senate advice and consent under Article IV, Section 51 of the Missouri Constitution

Applies to vacancies in the following county positions: county commissioner, clerk of the county commission, collector of revenue, assessor, treasurer, auditor, coroner, recorder of deeds, public administrator, and circuit clerk

Appointed officials serve until the next general election, when voters choose someone for the remainder of the term

Provisions do not apply to counties that have adopted charter forms of government under Article VI, Section 18 of the Missouri Constitution

Includes an emergency clause for immediate effect upon passage, citing the need to ensure timely filling of vacant public offices
