Expands eligibility for circuit court marshal appointments to circuits containing, as of January 1, 2015, a Department of Corrections diagnostic and reception center AND a Department of Mental Health facility that houses persons found not guilty by reason of mental disease or defect and provides sex offender rehabilitation and treatment services (SORTS)

Existing law already allows marshal appointments in circuits with Department of Corrections facilities averaging more than 2,500 inmates over the previous two years

Circuit court marshals oversee courthouse physical security, serve court-generated papers and orders, and assist judges as directed by the presiding judge

Marshal salary is capped at 90% of the highest paid sheriff in the circuit, paid from state or federal grant funds (not county funds)

Marshals must have at least 5 years of law enforcement experience, attend U.S. Marshal Service court security training within one year, and may serve process, carry a concealed firearm, and make arrests
