Establishes a hemp extract registration card program through the Department of Health and Senior Services for Missouri residents 18 and older with intractable epilepsy (epilepsy that has not responded to 3 or more treatment options)

Requires a neurologist's signed statement confirming the patient suffers from intractable epilepsy and may benefit from hemp extract treatment; only neurologists may recommend hemp extract and sign these statements

Registration cards are valid for one year and renewable; parents or legal guardians may obtain cards on behalf of minors in their care

Protects individuals and health care entities from adverse state action, including civil/criminal prosecution, licensing sanctions, or disciplinary action, when acting in good faith on a neurologist's hemp extract recommendation

Includes an emergency clause making the act effective immediately upon passage due to the need for treatment of intractable epilepsy and patient relief
