Replaces gender-specific language ("he," "his," "chairman") with gender-neutral terms ("the person," "the trustee," "chair") throughout 16 sections of Missouri law governing towns and villages

Changes the term of the board chair from a fixed term tied to trustee appointment/election to serving until the next board assembly, with removal possible by majority vote of the full board

Requires the chair to obtain advice and consent of two other board members before convening special meetings

Clarifies that ordinances take effect immediately upon passage and signing, rather than "after being" signed

Adds protection preventing boards of trustees from removing police chiefs as defined in section 106.273
